STOCKTON — Residents near Taft Community Center in south Stockton are happy its doors are open again.

The center reopened March 30 after a week-long closure due to a change in leadership. On Friday during lunch time, the line of people there to receive food never ceased.

Edith Cortez, 28, grew up in Stockton and her parents live in the Conway Homes project for low to moderate income families. Her wages as an outpatient advocate at Dignity Health Methodist Hospital in Sacramento supported her and helped support her parents. On April 1, Cortez was laid off, another casualty of the coronavirus pandemic. Two days later, she stood in line for the first time at the Taft Community Center for a box of commodities and fresh produce.

'It doesn't matter now if you have education or things like that,' Cortez said. 'Unfortunately, it's affecting everybody. Now that I'm unemployed, it will affect us.'

Cortez said she has filed for unemployment and is searching for assistance options. She said the food distributed at Taft Community Center will help her family.

'It will help until I figure out what's going to happen,' she said. 'Hopefully, I can get some benefits, at least temporarily. We're trying to see what resources we can get and not try to stress out my mom too much about my job.'

Taft Community Center is one of eight centers operated by San Joaquin County. Like all of the centers, Taft is set up to be a one-stop provider of vital services to some of the county's most impoverished residents.

Taft Community Center will provide free food from 9:30 a.m.-12:30 p.m. on Mondays, Wednesdays and Fridays; and Brown Bag for seniors (requires enrollment) from 11 a.m.-1 p.m. every other Tuesday (the next distributions are April 14 and 28).

Normally, the county's eight community centers offer multiple services for youth, adults and seniors, including intramural sports, computer labs, recreation games, arts and crafts classes, homework clubs, afternoon snacks, bingo, senior lunches, sewing clubs, homeowner/renter assistance, English Second Language classes, mobile health access vans, employment boards and internet access to job searches, to name several.

The centers, however, currently are limited to distributing food, as congregate activities are suspended indefinitely due to the coronavirus pandemic.

'This community right here, as well as the adjacent community on the Weston Ranch side, they look for these types of programs to help them bridge the gap with the poverty in the situation that we're in with the pandemic,' said Erté Boyette, program manager for the county's eight community centers. 'We get a lot of people that come in here and our services are free. We have multiple services that we facilitate through the centers, like a one-stop shop.'

Boyette estimates some of the community centers have distributed food to at least 200 families per day during the county's stay-at-home order.

'We've seen the numbers pick up,' Boyette said. 'There's a steady flow of people coming in as word gets out.'

During the week-long closure, residents normally served by Taft were re-directed to the Boggs Tract and Kennedy centers in Stockton.

The county is following personal distancing and sanitation measures at the community centers by requiring those in line to stand at least 6 feet apart, asking COVID-19 screening questions, restricting the number of people inside the buildings and wiping down surfaces.

'In addition to our food distribution sites, we also do food distribution for homebound seniors through our 'Meals on Wheels' program,' said Chris Woods, director of the county's Human Services Agency. 'We have safe social distancing measures in place to ensure we don't have contact with vulnerable seniors in terms of physical distancing. But we still do like to make contact with them because they are home and we want to remain in contact with them.'

The community centers are strategically located near areas where residents may have a higher need for supportive services. The centers, other than those mentioned, are Garden Acres Center in Stockton, Larch Clover Center in Tracy, Lodi Center in Lodi, Northeast Center in Stockton and Thornton Center in Thornton.

The centers near schools provide youth and after-school activities and additional programming during the summer months.

The San Joaquin County Human Services Agency's USDA Commodities/'Food for You' program will distribute food at the eight county community centers and 10 volunteer locations throughout San Joaquin County to eligible county residents, who self-certify they reside in the county and whose monthly incomes fall within the program's income guidelines.
